Civil Defence Headquarters Service is organized for command and control. As the name denotes, the head of Civil Defence set-up in C.D.Town is the OFFICER COMMANDING (O/C) of the Headquarters Service, generally he is designated as CONTROLLER OF CIVIL DEFENCE.
In large Metropolitan Cities a whole time Controller with a few clerks and Chowkidars are provided.
In smaller Towns the Controller is formed from the existing Organization.
